Misao Makimachi

There's no doubt for anyone that Misao is completely in love with her Aoshi-Sama. She spends a good bit of her time searching Japan for him, and even when he turns his back on the Oniwabanshuu, she continues to love him but takes over in his place. After the Kyoto Arc, she does her best to help him through his repentance. Aoshi does care about Misao (he helped raise her, after all), but if he cares about her more deeply, he doesn't like to let it show much.

Megumi Takani?

Some people could argue there is a case for the Aoshi X Megumi pairing, and it is a thought. Megumi and Aoshi share quite a bit of time in the Revenge Manga, and they have a past history with Kanryu and being saved by Kenshin.
